The Pacific Mountain Workforce Development Council is a Washington state 501(c)(3) non-profit corporation, chartered in November 1999 under the provisions of the Workforce Investment Act of 1998. (PL 105-220)

The thirty-five member board of directors represent the workforce development area comprised of Grays Harbor, Lewis, Mason, Pacific and Thurston counties. Dedicated to meeting the challenges of an ever-changing economy, the Council, in partnership with the five Boards of County Commissioners oversees the federal employment and training programs operating within our area.

The five boards of county commissioners have designated Thurston County as the lead county. The county provides fiscal oversight and staff for the Pacific Mountain Workforce Development Council.

The Council's membership consists of a majority from the business community, representatives from economic development, labor, education (K-12 and post-secondary) and representatives from the workforce programs mandated under the Workforce Investment Act of 1998. Board members are appointed by the board of county commissioners in the county they reside or conduct business.

The Pacific Mountain Workforce Development Council's bylaws require a minimum of five representatives from each county. There is no maximum number from any one county.
